So while the U.S. did not launch a direct attack, its naval deployments, encouragement of China, military aid to Pakistan, and delay in communicating Pakistan's surrender were seen as hostile acts against India during the 1971 war. India was able to achieve a decisive victory despite U.S. efforts to support Pakistan.
