I think that might be specific to this game, actually. Jamboree has a thing called "Pro Rules" which changes a few things to reduce the amount of RNG present. One of those changes is revealing the Bonus Star conditions at the start of the game, which probably means they're decided from the beginning even if Pro Rules are turned off.
