1 Samuel 6:19 in my ESV study bible makes reference to the comma as being ambiguous in meaning 5 of every 1,000 or out of every clan, which the ESV authors calculate to put the city at 14,000 and 14 clans. Not as bad as he made it sound, its conceivable the leaders of each clan approached the Ark to gloat over it, like the top generals, and then were struck down, being 1 general officer and 4 senior commanding officers for each clan, 5 total each. But, until I know more Hebrew it's hard to say who is probably correct.
