18:40 The first instance of a sound recruitment policy comes from China where people were recruited through competitions centuries ago. Prussia was the first country in modern times to adopt an objective recruitment system. The merit system was introduced by the East India Company in 1853 for recruitment of civil servants in India. England accepted this system in 1857. In the U.S.A., it was the spoils system at work. The system came to a partial end after the assassination of President Garfield in 1881 by a disgruntled job- seeker. Pendleton Act 1883 introduced merit system in USA!!

Q.60. After WW2 large number of countries became independent (ex colonial countries) , and there was need of large scale developmental work as people of these countries were poor , infrastructure underdeveloped. Thus , need of DEVELOPMENT ADMINISTRATION was felt . As earlier administration was focused on serving colonial masters there was not much development consideration in public administration in these countries.

It is not so simple. The so-called idea of development administration was not endogenic. It was. imposed from the American led doctrine of developmentalism, in fact , it was a part of US policy of containment to help assist development in third world. On the pattern of liberal ideology so that communism may not spread to these countries
