I am not sure Con Ed could control individual lights in a building like that. Someone has to be in the rooms turning the lights on and off. Also they would have to have an agreement with the people in those buildings. You couldn't just cut the power like that on someone and just pretend it's one of NY's infamous black-outs. Also interesting that not all the lights went out.
