If you're concerned about the winds blowing the tablecloth away, you could try using strong double sided tape to tape the tablecloth down.

Yes! I always do the balloon garlands myself. They’re actually pretty easy just time consuming. My biggest tips are using an electric pump for your balloons, and buy a balloon garland kit that comes with the strip and sticky tape. You can find a kit for about $5 on Amazon.
