Maybe in game yes, but in real life a nuclear power plant explosion (lets take the famous example chernobyl No. 4) cannot be considered nuclear explosion because on what cause the explosion. A Nuke is achieved by forcing the nuclear material to undergo critical fission, causing a lot of energy release in form of heat and light in short period of time, which caused a second fussion (if the X-Treme ICBM is the average modern Thermonuclear warhead) bomb to be triggered. Meanwhile a nuclear reactor explosion like Chernobyl cannot be considered a nuclear explosion, because the main cause of explosion is the reactor pressure chamber exploding due to high pressure inside caused by the nuclear material fission caused slow heat and boils the water and blah blah blah (there is a video explaining this I link down below) TL;DR this is the difference Nuke: Glorified single-use sun generator Nuclear Reactor Explosion (at least Chernobyl, or maybe most Nuclear disaster that caused explosion): Nuclear powered pressure cooker gone haywire kzbin.info/www/bejne/poDde4SAZt50l68 Edit: in that video directly go to the Explosion segment if you want the quick answer
