This is my guess based on the lore. The newspaper said the park was Evacuated, not Abandoned, meaning something dangerous happened. After that it sounds like the park was closed and then shut down. By then its possible the Park land was sold to the state or another private buyer. It's possible seeing all the construction equipment they were or are in the middle of tearing it all down. But judging by some of the possible red stains in some areas the mascots might have hunted some of the construction workers. So the Owner and the construction crew are probably in negotiation hell with state authorities on what to do. This being the opportune time for Ed to sneak in. However when it comes to why the electricity is still on maybe they were shutting it down in sections and kept the electricity on to use it for equipment purposes.
