The story takes place in the Los Angeles area. FYI the games Fallout 1 and 2 takes place in California. Los Angeles, called the Boneyard, does have important storylines in the game.

When Lucy got out of her vault, she saw the Santa Monica pier. That's the Los Angeles, California area. She's on foot, so it's likely all in California.

I mention this because I think it’ll come back in season two. Dr. Wilzig, the man with the dog everyone is looking for, his character is a scientist from an organization called the Enclave. People will want him not only for what he knows but also because of his association with that group. Decades earlier (fallouts 2 and 3) the Enclave revealed themselves to the wasteland and went on a reign of terror. Their organization is made up of descendants of American presidents, senators, generals, captains of industry, and other such people. Suffice to say they have a massive superiority complex. Most people aren’t even sure if the Enclave still exists, but they view them the same way people in the real world view nazis, and for good reason. It seems our scientist had a change of heart and tried to make a break for it.
