That package I believe is a Serious Play Window Exploration Bag from set number 2000409. One of those educational things and the year released was 2010. Not sure why it would be loose in a shipping box from Lego. My guess is they had extra or the sets werent selling and they gave them out as a gift with purchase maybe.
