7:58 yes being small is an advantage when it comes to dribbling because you're quicker and have better balance due to your low center of gravity, however most of it is about agility so if you're tall but agile and somewhat quick you can still be a great dribbler, Zinedine Zidane is a very good example. When you're tall you also have some advantages, shielding/protecting the ball is easier and longer legs can definitely help in certain situations

Yes the premier league (English league) is definitely the best league in the world rn but over the decades this tends to change, in the 80's/90's the Italian league was the strongest, 2000's the English league, 2010's was mostly dominated by the Spanish league and now the English league is back on top. There are 5 leagues that are considered "big leagues" often referred to as "the top 5". Ranked from best to worst: 1) Premier league (England) 2) La Liga (Spain) 3) Serie A (Italy) 4) Bundesliga (Germany) 5) Ligue 1 (France) The next best leagues after that are the Dutch, Portugese and the Belgian league but in general accomplishments outside the top 5 leagues are valued much lower
