I think the reason Shockwave is such a different character from the other Transformers is because he is the most “computerized” of them all despite them all being robots. Megatron and Optimus are robots and technically synthetic beings but they still have their own priorities and sense of morals, even Megatron has some level of rules to which he lives by. But Shockwave literally has no morals, not in that he neglects them, they just simply aren’t logical to him. He is truly a robot in the sense that he is a cold, unfeeling machine. When you’re dealing with a being who views the entire universe it lives in as simple 1’s or 0’s, with no qualms about acting upon what is deemed as purely logical within its own computational matrix, AND has the means and intelligence to be able to reach any level of power necessary to accomplish those tasks, you’re dealing with something truly unstoppable. Shockwave at his maximum potential is quite literally a Robot God of Logic, and we’re talking logic on a universal scale, where all life is essentially meaningless if it doesn’t serve a logistical purpose. Megatron fears Shockwave for a very good reason.

I can’t believe you forgot to mention what he did in Cyberverse after the initial plan to control the Allspark *failed.* He tore his own spark out so that he’d enter the Allspark. The issue here is that he’d tainted his spark to make it *so evil* that even touching the Allspark nearly obliterated it. And he knew this would happen. In the idw comics Shockwave was a monster to fight against literally. He was able to defeat the whole dinobot team by experiencing gamer rage for the first time. Shockwave is such a successful villain because when he first appeared no one batted an eye but in the comics it was there from day one, I think it worked because he was an underrated character in the G1 Cartoon only given purpose in the comics. Old school Transformers fan here, and I can recall the very first time that Shockwave appeared ever and at that moment, I was like - Now, that character is interesting, I wonder what he will do? Turns out Shockwave went on to do just about everything. It just took about 40+ years of story telling. The main reason is because he was the first character to be a Transformer but not actually part of Megatron's band of robots. He had an independent aspect and because he was "left on Cybertron" he was always able to be simi-independent and operate in the narrative background. Sort of a novel concept for a kids cartoon in the 80s. Plus, his power and ability stats put him at (or you could argue slightly above) that of Megatron. As a kid I thought it was cool that they would have a character "stronger" than the big bad antagonist character, and nemesis of Optimus and thus imply that Shockwave was more powerful than Optimus Prime. I always found it funny how in the G1 Cartoon, Shockwave was one of the most loyal troops and implied to have been a friend of Megatron before the war, as well as not being too good at fighting, but in the G1 comic he’s a huge traitor who takes over the Decepticons, fought the Dinobots single handedly, and on the way back fought and beat a fully repowered Megatron who tried to regain control over the Decepticons.

Shockwave is terrifying, brutal, and enough of a threat that even Megatron himself, and possibly even Primus and Unicron fear him. But you can’t forget the brooding and cold Soundwave, specifically the Transformers Prime version. He speaks in a frequency only Autobots/Decepticons can hear, is an efficient fighter, knows how to handle himself, can program like crazy, will absolutely murder you with negative hesitation if you go against Megatron in any way, and is also feared to some extent by the other Decepticons due to his nature as the eyes and ears of Megatron.
