It's dropping because the storyline moves too slow. There's not enough action and plot development to keep viewers engaged. Besides their agony for each other, nothing big is really happening so people lose interest. I'm personally waiting til the series is complete so I can binge it.

What I love about this show is how they portrayed love that goes beyond the concepts of gender and that even though the male lead liked women, he did not hesitate in his feelings for the Prince since he (and almost everyone else) knew her as a young man. To me it shows that he loved the female lead for the beauty inside and out, regardless of her gender. And kudos to their acting, I felt the love, sadness, and laughter from all the cast!
