Yep. To fly one just simply throw themselves at the ground and miss. In order to achieve this it is recommended that you throw yourself forward with your full body weight and the willingness not to mind that it's going to hurt. However it will surely hurt if you fail to miss the ground. The difficulty in doing so so lies in the fact that deliberately trying to miss the ground does not work, and thus one must be distracted so thoroughly you aren't thinking about falling, or the ground, or how much is going to hurt when you fail to miss it. If this is achieved and you suddenly find yourself floating a few inches above the ground you must not think about falling or listen to anyone who tells you what you're doing is important because of you do they'll suddenly be right about that.

That last line ("its the second part...") is once again a reference to the late great Douglas Adams (who worked on the show back in the 80s) along with the Doctor being a university professor. In Hitchhiker's Guide to the Galaxy, one protagonist has to learn to fly and he has to fall from a high point and try to miss the ground - it's the second part people get a little stuck on. The writers in this season knew their stuff and their history.

"it's the second part people normally get stuck on." It's a real throwback to a 4th Doctor and Leela scene. If the Dalek's ever actually understood how a tardis works and how technologically so simple it is for the time lords, then the Daleks would become properly unstoppable. I'm not saying the Doctor couldn't beat them, but he and the Master proved a concept which I dare not say but would require a proper tunneling attack by a tardis to stop.
