At 19:54 wouldn’t the two 1k resistors be in parallel, resulting in a 500ohm resistance?

No due to the dependent voltage source, you can't just deactivate a dependent source like you do with independent sources. Once you get the Vth and Isc, Rth = Vth/Isc. Don't worry about the picture to the bottom left I think he just put it to show where the Rth is located.
