That actually makes a lot of sense why Leon doesn't sign as well as Sasha and Ruslan. Sasha and Ruslan, being so close in age, have ASL as their first language because that's all they could rely on in their formative years. But they were talking by the time Leon was born so Leon learned from Sasha and Ruslan and relied on them speaking English and interpreting more than ASL. Really interesting. Well you can not expect their children to speak while they signs, however, they did put captioned on it for everyone to read it what they signs. So please respect their boundaries

It makes sense. If you're talking to someone who can't hear, then why bother using your voice? That's probably how they're used to speaking when with the family.
