India is more of strategic interest to Trump because of the Indian Ocean and long border with China. Economically and socially India will be a minor player and has nothing new to offer to the US. Modi's understanding of geo politics is tenuous at best and he does not know how to deal with China. Militarily India was stronger a few decades ago. Today China has gone way ahead and is encircling India.

There is no contradiction in Trump military policy. He sees it as simple risk vs reward. Investing billions of dollars on war with Russia may or maynot finish Russia and in the worst case might draw it into a nuclear armageddon but investing that same money in Greenland will increase America's geography by 20%.
