Door open doesn't mean it must be a script, The driver entered into the shop and his friend remained outside (to quarrel) so the driver became sure that until he came back from shop the other person will near the car to continue quarrel with the lady and police is coming soon , no need to worry. Although the door was opened, Police understand they have no authority to go through inside the cabin of any one. Then police may face some false allegation by the car owners. Thats all. The second man was willing to stay outside but when he found her saree locked under the tyre , he showed his rhetoric behaviour and left the place intentionally to punish the poor lady. CCTV footage no drama. If shop owner has no issues for that lady then why those outsiders? As you want to Park your car anywhere on the road similary a person can sit wherever she wants, no Government permission required. Yes by gentle negotiation between both party such issues can be solved but being rhetoric towards a poor lady, the result must be like this. Good Results by Moral Police.
