The Lottery was only set up in "rolldown" mode because it is easier for officials to funnel money into their pockets when the lottery pays in many smaller sums than one large one. Then there are the State income taxes. Yeah you won $5 million to $40 million and are taxed at a higher bracket...but that is a one time thing that might take forever to happen. Now if everyone ever that wins gets taxed for smaller amounts, yes each tax is smaller, but the amount of people winning is much much higher which leads to exponentially more money taxed off the lottery winnings. So yeah, embezzlement and tax money is why the Lottery officials didn't care, they were told not to care.
