The "Tenth Torch" move is related to the MHA movie ( I forgot which one), where Deku gives Bakugo One for All to help defeat an enemy. Deku gave Bakugo some of his DNA through blood, hence the hand touch. Unfortunately, Bakugo doesn't get to keep One for All because they couldn't complete the transfer. You know what could be crazy? that you needed a deku user on his ultimate with a new move because he stills need a last one that could be named the same or something like "The Start of the Torch" and that you would also need to do 100 damage (or not) and you'll need a bakogu user in his ultima with the fourth ability ready and the deku user and the bekugo user use the fourth ultimate move at the same time activating the cinematic.
