In Canada you can even record children in a public area including playgrounds, beaches and public sidewalks. I have been approached by both the parent as well as the police when I was recording my friends children at a downtown park while they were swimming in the man made lagoon. My friend said to the officer and the parent that I had every right to film his children. Now of course there was other children in the background so I was off the hook because the kind police officer explained to the parent that it was ok to film.

It is unlawful for armed state or local law enforcement officers to possess a firearm in a Federal facility unless there is an official law enforcement purpose for the visit.
