Magic of course, he's a genie. (Also a complicated set of computer code that analyzes the state of the board and matches your needs with what it can provide from the Basic and Classic card pool. First it looks for a card that will provide lethal damage, then it looks at other things like what's a good minion to play with your remaining mana or what board clears might help, things like that.)

He totally ignores your deck, your opponent's deck and your opponent's hand. Edit: I think he also ignores your hand, so basically, he only has access to the board state (and, as Matt said, the basic and classic card pool)
