The criteria is listed in the link below. The main changes fall on the IT in the form of more clearly designated expectations about the candidates ability to perform the skills. In other words they need to excel rather than demonstrate. This threshold of excel vs demonstrate is interpretive and does not close the gap because of that interpretation. It is my opinion that a provisional cert is given and it is not made official until the candidate volunteers to teach at the given level with a seasoned instructor.
