For PhD only Master's marks matter. I would recommend you to take the IELTS exam, this would significantly improve your English speaking and writing skills. The long distance masters should not be a problem in most cases. Since your coursework did not require you to be present in the university or lab doing some experiments, this should not be a problem. Start looking for open and funded PhD positions on websites like nature, xing, science, indeed. Check what kind of skills they are asking for. If you lack some of those then do some 6 months internship to gain experience. That would help you to get a Position. But firstly, start finding positions and check the required skills. All the best.

If you have relevant research experience in your field of interest, it would not be very difficult to get a PhD position. Then you will understand if you have chances or not.

IELTS or TOEFL are not compulsory in Germany in most of the applications. However, if you think that you can improve on your English language skills then you can take IELTS exam (this is more common of European Countries). This would boost your overall application. Sure. Ielts is not a compulsory thing but it will boost your application. So definitely you should just start applying as soon as possible. This will help you to identify you mistakes and you would have time to correct them.

Sure, if the professor is from your field of interest and has some open position, you can write an email. Even if there is no advertisement, you can ask if there is some position or not. Sometime, there are positions internally which are not advertised.
