Liquat Ali Khan did not settle Muhajirs in Karachi. Muhajirs were settled in Karachi by decree of the VICEROY. Muhajir displacement and settlement was done with core intention of balancing Pakistan's Muslim population….not political. Pakistan would not be able to call itself a state had Muhajirs not moved to Pakistan. Pakistan didnt have the necessary numbers to become a independent state without the Muhajirs. Quota system was a 'notification' that was passed by Ayub Khan. It was later implemented by Bhutto. It was implemented by the Pakistani Army, essentially to suppress the Muhajirs in Sindh. And there is a quota system in Punjab too, just not in the books. Why do you think southern Punjab wants a separate province? Its because of the hegemony of the Northern/Central Punjab. Tahzeeb khatam ho gayee? WoW!!! You need to leave Lahore and go see Karachi with your own eyes to speak about Karachi like that first. MQM if anything empowered the citizens of Karachi. The first time MQM won elections in the late 80's. People use to walk around fearlessly in Karachi. It wasn't till after the 1992 operation that Karachi became what it is today. And its because OF the PUNJABI Rangers that we were never able to properly develop Karachi. Every time MQM would take the lead on something, we would find our selves targets of Military operations, Political Victimization and yes PPP suppression. In reality since day 1…we were never considered Pakistani. We've always been considered and treated like outsiders…almost like Refugees!!! You really are a ex-Punjabi Military man. You said that MQM would make governments than give resignations. Is that not our democratic right? To be able to send representatives to the parliament so they could try and reverse the policies that the Military implemented against the Muhajirs (ex: Quota System). And the reason we stayed in Government wasn't to benefit from the powers (we never had any, PPP always takes all the powers and never gives us any. Only Musharaff gave Urban Sindh its rights….none else has ever done that. And what we did with those powers after Musharaff gave us a free hand is self explanatory) And the reason PML cant be in Sindh with PPP is because PML has no base in Sindh. You want PML to just hijack all the seats in Karachi? Sounds like something Military is trying with PSP atm. The thought wasn't that we didn't want a Military man in our ranks, because he was going to stop us from development. The reason for not letting ex-millitary men in is simple. He would be a leak to the Punjabi Military. We weren't trusted from the get go by the Punjabi Establishment…what makes you think we were going to trust someone from the Establishment???
