I think the person who wrote the letter was Marie Payne, who got experimented on and became Mommy Long Legs. She seemed to be aware of what was going to happen to her and wrote the letter to her mother as a warning of what was to come. In the letter, Marie said she didn't know if she would ever see her mother again, showing she was not only scared, but also knew of the dark intentions of Playtime Co. and was somehow trying to get this message out to the public. This might also explain why the different documents in Chapter 2 say that Mommy Long Legs was very hostile towards the other employees but very caring to the other experiments, because she must have had an underlying hatred towards the employees who made her like that while also feeling sympathy for the other people who've been experimented on. The letter also reveals that Marie was constantly being surveilled, which was something sort of a given based on the security cams that the player used to be able to access in Chapter 2.

the code and user name could be written in florescent powder or ink and embedded into the paper that was sent to you so you can try pointing a uv light emitter to find out any sources of information in that way as possible . Hopes it help you if it did welcome :)

I think the password to find the files are probably mommy long legs *real name* or mommy long legs favourite child, obviously the game might bring some hidden things, for example, the posters might do something or even the toys might do something. But anything related to mommy long legs might do something. (The date shows 1991 which is the year mommy long legs is, so I chose mommy long legs)
