As far back as Waking the Tiger, the Warlords could get the cores of China in general without specifying which states. Meanwhile, the Isthmu-Amerindian nation in Trial of Allegiance still has fixed cores despite coring all of Venezuela and Colombia and so does the Peru-Bolivian Confederation.
