Pretty sure the minimum is 2 pips. I've had multiple 2 maneuvre pip generals (even at the same time). With console command you can generate generals, so for dramatic effect an the fun of it he most likely did that.

It would be interesting if the institutions had exception mechanics in them kind of like how global trade and colonialism can be spawned in East Asia if you play your cards right. Like if a nation is 10 years ahead of time in tech for its tech group, it gets a chance of spawning the next institution, showing technological superiority can actually foster better innovations. But alas, Paradox giveth and Paradox take it away.

@@_roberto_tripodi_389 I mean the Chinese and Koreans invented a printing press before us Germans, it just didn't have the same impact due to other factors, mainly that the Reformation took place around the same time and it allowed its ideas to spread rapidly. There is totally a case that the printing press could have been invented in any nation with a written language, it's just one of the cases where Paradox decided they don't want alternative history in EU4 so they made a strict requirement.
