Usually age of consent laws that are below 18 are reserved for those in that age range. So a 16yr old and an 18 yr old don't have their lives ruined because they got curious. Even then it gets iffy. It is not reserved for 30+ yr olds to be allowed to send pics to 16 yr olds.
