That tow truck needs to be impounded and the driver brought up on attempted kidnapping and auto theft charges. The tow truck driver's license should be permanently revoked and he should be banned from having, owning or registering ANY tow truck under his name ever again. Relax my guy, you seem to have blown a gasket as you're just spewing out imaginary nonsense. It's not illegal to hook up the car. It IS illegal to drive away with it. Once the car is hooked up it is for the most part immobilized so they can't drive away. In this case had he been able to hook it, he would just stay parked there and called the police. In the case that the woman exits the car for whatever reason and the driver has a good reaction time, they just book it with the tow. What IS illegal is making a contract with someone, offering to pay them for a car, and not paying them, but keeping the car.

Any towing company has to be registered with the city and the police, they have to carry operating insurance and by LAW they have to display their name, license # and address on the company truck. Tow truck drivers also need a CDL specialized license to operate a commercial vehicle, either a Consent Tow License, a Private Property License or an Incident Management License. There are also Level One, Level Two and Level Three according to what you're towing. And what they driver was trying to do IS ILLEGAL. Try educating yourself before trying to correct someone else.

So I have done repo for a towing company. I can safely say there are absolutely laws about taking a car with someone inside. It is dangerous and not even a repo man will risk jail time and loss of license for one car. Either they pay a percentage to call off the finance company that hired the tow company to retrieve the car or they will find them elsewhere when the car is not occupied.
