Does this strategy help new campaigns mature fatster if you combine the new campaign with the mature campaign under one portfolio.

Assuming the two campaigns are going to have similar performance and do want to optimise towards the same overall target, yes it could help. But it could also hinder new campaigns. For example, if the mature campaign has a very high target ROAS or low target CPA, then grouping the new campaign in with that mature campaign's target could hinder your new campaign, as the system might then put such low bids into your new campaign that it never gets off the ground. You could always start the new campaign off in the portfolio with the mature campaigns, observe what happens, if the new campaigns never get off the ground and don't spend anything then you may need to move them out that portfolio and set the bid strategy to something like maximise clicks or max conv.
