Easiest way to check the cable and gearbox works is when not running pull the drive lever and pull mower backwards and the back wheels should lock up and when you release the lever the wheels should turn when you pull back. I don't work on these though as you can't get parts for them.

Oh my word, my OCD is going mad! ☹️. I don't like when owners don't clean their decks after using, but I always do so on my own equipment, can't help it... At work, I use a smaller Hyundai mower and it was brought for repair as it would not roll when the drive lever was released. It's come back now with no drive and the cable removed,.. Don't know what the story is there? Lack of parts maybe?
