Not even then. The court is a separately created and governed, coequal branch of government within the constitution. Term limits for the court would require a constitutional amendment. Congress can pass whatever they want, and the court needn't necessarily abide by it, unless it's a statutory power granted to the legislature over the judiciary branch explicitly. It's doomed to fail, which makes the attempt even worse because it's obviously just an attempt to undermine the very foundations of the constitutionally established separation of powers that lie at the heart of our system of government. They're just trying to sabotage America with this.
