It is not that the Holy Spirit isnt with us always (because He is with us always). Throughout our day we need to deliberatly lean into the Holy Spirit as we walk through our day, we must acknowledge his presents, He will not force Himself into our lives. Luke 11:13, Jesus promises that God will give the Holy Spirit to those who ask Him. Take joy that you are not alone in your struggles, take joy that you have a helper to lead, guid, prompt and comfort as necessary, but this only when we acknowledge Him and lean into Him, listening. If not, don't 'confront' (confrontation can cause contention), discuss your disappointment with them, pointing out their behaviour does not align with the teachings of God, supported by scripture such as (Luke 12:48).
