Two basically unrelated terms that just happen to sound connected - which they aren't particularly, other than both being generally right-wing positions. Neoconservatism is "neo" relative to the 60s left - a revival in the conservative movement due to disgruntled alleged progressives and socialists getting spookled that everyone was going soft on the Russki pinkos out there. Neoliberalism, though popularized as a concept in the 70s and 80s because of Pinochet, Reagan and Thatcher, was "neo" relative to the catastrophe of the Great Depression - conservatives making a renewed effort to sell people on the idea "No, bro, it's actually a GREAT idea to deregulate and marketize everything", despite the fact that every adult at the time remembered what looks to common sense like deregulated markets ruining the entire Western world for 10 to 15 years.

Altruism and solidarity are problematic for neoliberalism, so it requires and reinforces self-interest and alienation. Neoliberalism is the predatory capitalism of Charles Dickens but now with computers. Computers are key to neoliberalism. They love tech and are in full control so we on the left need to urgently get our act together as A.I. and everything is getting so close to an inflection point. The alternative to neoliberalism from the expert introverted intuitive thinkers is a social capitalism based on Hegel's dialectical idealism updated with math, taxing dynastic inheritors and running the meritocracy from Star Trek. This would mark a total departure from the secular empiricism and dialectical materialism of the majority report left. We are here waiting for you. Or you can bury your heads in the sand until Armageddon. Neoliberalism is not a conspiracy, Phillip Mirowski's 2013 book "Never Let a Serious Crisis Go to Waste" is an expert description of it from the left.
