Okay the maths for chance time: If you do it Apollo's way - you want Apollo not to be the first pick (3/4 chance) and you want Apollo to be the second pick (1/3 chance) which multiples to be a 1/4 chance If you do it Ryan's way - you want Apollo to be the first pick (1/4 chance) and you don't care who the second pick is (3/3 chance) which multiples to be a 1/4 chance So the odds are the same on the face of it but that's without factoring in the extra speed so... Vibes based Apollo is definitely right though

Though tbf if the chance time player wants themselves to receive the star, the second probability in Ryan’s way switches to 1/3, changing the percentage of the exact scenario happening 8.25%, which is a third of the likelihood of happening than Apollos way

Im gonna nerd out and tell you that youre wrong about the chance time odds at 21:00. The odds are 1/4 that you gave a star either order he picks them. You could argue you have more influence picking receiver first because its a little slower and you have a bigger window to purposely miss yoshi but from a purely mathematical perspective they are identical.
