Captains dont decide who takes penalties or free kicks.Those are decided by the coach.If the players who are assigned to take them are missing then the coach will name a 2nd or 3rd player who will take them.

About the whole excelling at different positions. There was a player for Juventus called John Charles who played in the 50's and 60's. He usually started the game as an attacker together with Omar Sívori and Giampiero Boniperti, whom he formed an attack known as "The holy trident". After going one or two goals up, he would then move down to play as an extra defender, so it is entirely possible to excel in multiple positions. It was also the philosophy of the late great Johan Cruyff that a player should be able to play every position

In his earlier years he has been a striker, he grow up playing the striker position all the time thats why his ball control and his headers are so good.
