The nubs on the outside of the walls are basically bait for the titans. they have cities in each of those so that the titans are drawn to those spots rather than to the main wall of each section. it helps make defending the walls easier since the titans are not attacking the walls in several random places. If one of those nubs gets over taken they can retreat to the main wall behind them. unfortunately the colossal titan broke the gate to one of the nubs and the armored titan broke the inner gate so not only did they lose the outer cities they lost the first big wall area as well
