Which iPad do you recommend for most people?

Hi. May i ask, once the iPad 10th generation releases later this month (hopefully) or whenever, then will you recommend it? I am a RPA developer, i have my iphone ( a non pro one and i am not used to 120 hz as such) and a windows laptop which i need for my coding. I need tablet for mainly content consumption and surfing net n scrolling shopping apps, some research on pinterest etc. I am totally confused between the basic one and air. Any suggestions for me?
