Putin and ill have made at least 20+ threats of Nuclear war in the last 3 years. But they have not made one successful nuclear test since before the fall of the Berlin wall, nearly 35 years ago. Not one. Radioactive materials, especially enriched, have a short half life. They diminish until they are no longer weapons grade. There is a good possibility that the Russian nuclear program is in the same shape as their Navy, Army and Air Force. One does not make threats of Nuclear war if one can actually deliver on that threat. It is implied by having them in the first place. Threats are for weak people who cannot follow through.
