No actually he is rich. Go back into the video and watch Oak say "I will pay you as much as you want. And I will give you as much master balls as you want." The ideal solution is to hire an army of trainers and admin. Pay them at lot. Give them an horde of master balls and fill up the local nursery with Spinda's to get a horde of eggs. Have each trainer with a 5 eggs and one spinda catching spinda with the masterballs. When the eggs hatch swap them out. With enough money and trainers, which Oak will be paying for, then the spinda will be possible within a week. Not sure there are enough people in the world to pull it off however.

When Oak said catch every form of one Pokemon, I thought like Nate/Zaya and thought he was going to say Arceus because it has 18 forms, but only one in each universe. The moment he said Spinda, I lost my marbles instantly because I knew it had practically an infinity amount of forms where it's rarer to have 2 Spinda of the same pattern that's shiny than any other Pokemon in existence

You gotta catch 13,227 a second, every second, no duplicates. I know people who have gone through multiple games and never caught a single shiny. Side note, I always thought it would be cool if there was a gym leader that instead of having a type, had some other kind of theme. I just be like, All right. I got spinda I got zigzagoon, I'm going to have to look into some other confused Pokémon. trick room automatically triggers every round and all Pokémon are always confused. Ok... That would be terrible on the games because the games suck but in the anime that would be amazing. It'd be easier to become a gym later than perform this task. Probably pay more too.

That equals to 17,179,869,180 Spinda's, both normal, shiny, and both genders. Now imagine how long that would take in real world time to get. The Sun would have engulfed the Earth by that point.

Easy. Catch one Spinda and call it a day. When Oak shows up, tell him you caught every Spinda and hand him the one you caught. When he calls you out, tell him that in 8 billion parallel universes, you caught a different pattern since the possibilities are endless and multiple timelines exist in this world, and his stipulations didn't exclude parallel universes. All he said was catch 8 billion spinda by the end of the week.
