Because i think the item gives you more ap the more you hit your abilities, so if you do the E+R combo, your R is going to do more damage. And it's also good as Yozu said that if you hit more people with your R it's going to do some nasty damage (Unlike Ludden that it only hit one character or Malignance that it's only good for R spamming.)
