Considering the way it spins, and the fact its on the pistons, I think it reminds me of an immersion blender, or sometimes referred to as a "Stick Blender" Stick Blender is my choice for the name of your machine.

I would suggest either Calefaction Blender or Abrasion Blender to keep it fancy. Both have some reference to the particular destructive action the rocket spinner itself conducts, using either heat or friction respectively to destroy.

Honestly I think that something like "The Engineer's Civil Swivel" or "The architect Slayer" for RCE's showcase vehicle. I could also see "BOOSH" as a fitting name for it as well. In this episode of Instruments of destruction, the Real Civil Engineer that is Matthew builds a couple iterations of what can only be explained as a “penetrator.” Two of the penetrators have large balls at the end that wreck everything in its path through sheer force and one has a spinning top that shoots fire and can be erected.
