When you hit "+1 additional nearby enemy" you can guarantee another hunter mod with the following method: fill up prefixes with Exalts or Farric Lynx Alpha if your suffixes are full. Then "prefixes cannot be changed" -> harvest re-roll physical. This will ensure a second hunter mod in about 2 divs (better than the 3 divs on average you mentioned).
