The "Jumping Around" is actually called strafing and it is used to dodge your enemies side dashes if used good, basicly make sharp turns to right and left and add some jumps, but it does not dodge the front dash, so you gotta lock in and reflex and stuff.

You can also counter ppl with this glitch, so lets say ur opponent side dashes under u while ur at full jump height, when ur falling if ur fast enough you could m1 and the hitbox would get confused and ur opponent would get stunned
