That cpu temp is quite high, it probably throttles your cpu temp when reaching 85-90 to reduce temperature which would cause fps drop

That's on the higher end of acceptable temps for the CPU. Between 65ºC to 80°C is the safe zone imo (149ºF to 176°F) . My temps are around 70c on average for CPU.

I would probably start with making sure drivers are up to date for everything when it comes to fps. Low likelihood it's the issue but it rules it out and also always good to update

GPU usage going up bc someone in game made a lag machine but since it goes away when you tab out, it has to be a program running starting up on your PC intermittently or Capture card is about to go out. capture should be only thing using GPU other than Rust

So I was having a bunch of issues with a few games. Turns out I needed to do a BIOS update. At least for ASUS there was a BIOS update released a month ago. Also your CPU temps are OK, but if you can reduce them, i would try. At 80° your cpu will be on the edge of throttling. Reapply your thermal paste. Look for a better cooling solution such as an AIO with thicker or larger radiator. On my 14900k i had to do a push/pull fan configuration on a 360mm rad using lian li AIO.

Your temps are fine I think the FPS drop is a Rust specific issue. Try increasing gc.buffer to a higher value.

have you tryed replaceing your cpu thermal paste it could also be programs running in the background or your sattings eg playing in fullscreen gives your pc exclusive controle or your gpu settings need tweeking it could just be dust build up ect ect it could be a number of things however unlickly even a clean install of windows could fix it.

You're A.I.O. is probably low on coolant. You might have one good enough that can be refilled but you'll most likely need a new unit. Also reseat and thermal paste the chip if you install a new A.I.O.

I'm guessing it's a memory issue. I recently upgraded to a 7800x3d, 6000mhz ram and a 4070ti super and my fps has gone up to 200+ on a 1440p monitor! I was getting really bad drops like you on a 2600x, 3200mhz ram and a 5700xt.
