For your (and others) information, merch like these are not initiated and produced (funded) by the company (Cover) but by the talents themselves. They pay for the costs. That's why almost all of them are preorder because it is impossible for the talents to pay for a stock that might not get sold and collecting dust in a warehouse bleeding money. Keeping the preorder running indefinitely is also impossible because that also costs money, since the producer won't make few products sporadically so their contracts are along the line of guaranteeing certain amount of products made/ordered for a certain time window.
