i'm not at all informed about roblox moderation so take this with a grain of salt, but i think the issue with ugc moderation might be that they're 3d models. if you look at hats like the "penisaurus", you might notice that they look fine (or plausibly deniable) from the angle of the thumbnail. so if somebody were to make a horribly inappropriate hat, but then do something like cover up the thumbnail with a black square, they could get away with it.
