I believe you missed out an obvious 3rd theory - the crowbar was meant to be used at a later part of the game. To use the crowbar in an unexpected way such as earlier than it's supposed to be would be considered cheating (because you're actually supposed to complete the given puzzle) and the jumpscare is punishment for that.

This is why Game Devs should always add an Age Rating Warnings on every Games so that they're not responsible for scarring children because it's the consumers to blame for ignoring what is meant for.
