If I remember right, the sound designer was on a camping trip and threw something away in one of those steel bear proof trash cans, and the sound it made became the source of the Reaper horn. They just added effects and pitched it down to get it to what it is now

The best way I can think of to survive is to make a panic room or recording booth. Like a cubbie with a door of one-way glass or with another method for outside visuals. covered in noise cancelling foam and just hunker down for the week or so the martians are alive. The forces seem to not look into options that aren't outwardly obvious so if you just fins a small enough space and make as little noise as possible you should mostly be fine If your house is found to be completely empty of life it would be rational for the matians to move on for more people to terrorise and leave your space completely. If they do come back, they are mostly able to be heard from a good enough distance for you to quickly make an escape. And for the ask of "what of them going into their stealthy movement to avoid alerting survivors?" Why would they? I would imagine that the stealth is quite a bit less energy efficient and is far slower, so there would be nothing to gain from doing so. It would have no strategic advantage to haunt one morsal when vermillion hunting grounds are just a days walk away.

People always say this sound is about communication or weapons powering up but to me it makes more sense that it’s a cleansing/purging mechanism. Vibrations are used in various applications (like ultrasonic cleaners) to shake free any grime, dust, debris etc and they always make the noise right after coming out of the ground (and dumps a bunch of dirt off at the same time) also makes sense they would need to do so regularly to shake off blood/embers/debris cuz invading is a messy job!
